China’s generative AI user base doubles to 515 million in H1 2025

China’s generative AI user base reached 515 million in the first half of 2025, more than doubling in six months, according to the China Internet Network Information Center.

This adoption rate stands at 36.5% of the country’s internet users.

Most users prefer domestic AI models, with those under 40 years old making up 74.6% of the user base, and 37.5% holding a higher education degree.

American models like OpenAI and Google DeepMind remain blocked in mainland China, while homegrown models such as DeepSeek, Alibaba Cloud’s Qwen, and ByteDance’s Doubao have seen significant growth.

The rise in generative AI adoption follows government support and the rollout of China’s “AI Plus” initiative, which encourages integration of AI across society and the economy.

🧠 Food for thought

Implications, context, and why it matters.

User counts don’t reveal if China’s AI surge is sticky or superficial

  • The article cites 515 million ‘users’ without defining what counts as a user (trial or MAU or DAU), so durability is unclear.
  • CNNIC method is missing, so we cannot map 515 million to other gauges. Global AI business usage jumped from 55% to 78% in one year per Stanford University’s AI Index 1, which covers organizations, not individual frequency.
  • The demographic skew toward young educated users (74.6% under 40 and 37.5% with higher education degrees) hints at early adopter behavior, raising questions about whether usage will deepen or plateau as novelty fades.

Domestic AI dominance creates integration opportunities for tech providers

  • Chinese users cluster on domestic models like DeepSeek (a China-built large language model), Qwen (Alibaba Cloud’s model), and Doubao (ByteDance’s model). American models are officially blocked. Developers with cloud providers can partner with Chinese generative AI (genAI) apps, as can adtech platforms with payment firms.
  • Andreessen Horowitz’s (a16z) Top 50 genAI consumer mobile apps includes an estimated 22 built in China, many from Meitu (a Chinese photo-editing plus social media app maker) and ByteDance 2. Track MAU or DAU leaders, check for plugin ecosystems or open application programming interfaces (APIs) to guide integrations and go to market.
  • ByteDance’s CapCut, a video-editing app, has 490 million iOS and Android users (about 25% of TikTok’s base) 3. That reach hints that Chinese AI tools can scale worldwide, and early partners can win share as the market grows.
