China’s chip push closes gap with Samsung, SK Hynix
Chinese tech companies are stepping up efforts to produce their own AI chips, raising concerns for South Korea’s major memory chipmakers, Samsung Electronics and SK hynix.
Chinese firms, supported by significant state investment, are increasing development and manufacturing of AI semiconductors in a bid to reduce reliance on foreign technology.
Beijing has invested over US$8.4 billion in 2025 to boost domestic AI and semiconductor production, with targets to triple output by 2026 and reach 82% AI chip self-sufficiency by 2027, according to Morgan Stanley.
Local governments in China are also aiming for at least 70% of data center AI chips to be locally made by 2027.
Analysts say China’s progress could narrow the technology gap with Korean chipmakers.

🧠 Food for thought
1️⃣ China’s semiconductor strategy demonstrates unprecedented scale and coordination
The $8.4 billion investment Beijing made in AI and semiconductor localization in 2025 alone represents one of the most ambitious national technology initiatives in recent history 1.
This massive funding comes with specific, measurable targets: tripling domestic AI chip output by 2026 and achieving 82% self-sufficiency in AI chips by 2027 1.
The coordination extends beyond central government funding, with local governments committing to ensure 70% of data center AI chips are domestically produced by 2027 1.
This level of financial commitment and multi-tier government alignment creates a fundamentally different competitive environment than traditional market-driven semiconductor development.
The strategy’s comprehensiveness becomes clear when examining how it spans the entire supply chain, from chip design and manufacturing to end-user adoption requirements.
2️⃣ Supply chain localization marks a critical inflection point
Alibaba’s decision to fabricate its next-generation AI processor using a domestic foundry instead of Taiwan’s TSMC represents a significant step in China’s semiconductor independence 1.
This shift is notable because TSMC has historically been the go-to manufacturer for advanced chips, making Alibaba’s choice a clear signal of China’s growing domestic manufacturing capabilities.
