China’s ‘AI Plus’ drive attracts global investors
Chongqing, a key industrial hub in southwest China, has recently become a showcase for the growing integration of AI with traditional industries.
Seres Group, a Chinese EV maker with a market cap of about US$38 billion, has signed a framework agreement with ByteDance to co-develop an AI application ecosystem, its Chongqing-based subsidiary said.
The partnership will involve co-design and other operations aimed at integrating AI into manufacturing.
This deal follows the rollout of China’s “AI Plus” initiative, which aims to boost AI infrastructure and adoption across industries.
STMicroelectronics and San’an Optoelectronics also began operations at a new silicon carbide wafer plant in Chongqing, targeting sectors like EVs and solar.

🧠 Food for thought
Implications, context, and why it matters.
Chongqing’s AI Plus ambitions lack hard infrastructure metrics
- The piece casts Chongqing as an AI-plus manufacturing model yet gives no usable data on readiness to scale beyond pilots.
- Missing metrics include GPU counts (graphics processing units) and Huawei Ascend AI accelerators 1. PetaFLOPS (PFLOPS) and access to public AI compute platforms such as shared cloud clusters set the ceiling for scale.
- China counts 788 exaFLOPS (EFLOPS) nationally 1, and Shanghai targets 100 exaFLOPS 2. Chongqing discloses no figure, so support for Seres Group scale-up stays unclear.
- No public budgets, timelines, or procurement plans for AI buildout are given. This blocks manufacturing operators and institutional investors from sizing execution risk.
Unmentioned vendors can capture government-backed AI Plus subsidies through targeted market entry
- Edge AI firms (on-device AI) and machine vision outfits (industrial imaging and inspection) can apply for AI Plus subsidies. Systems integrators (factory automation firms) plus cloud or MLOps providers (machine learning operations) should target tenders for factory retrofits with financial support planned for 3,000 manufacturers in Shanghai 3.
- Foreign suppliers can partner with local manufacturers and join smart factory rollouts under the broader AI Plus push 3 if they handle data security, cybersecurity and procurement compliance.
- Track subsidy catalogs, application windows, and procurement portals to craft targeted proposals. The 60 billion yuan national AI industry investment fund offers a model for structured backing 4.
- Seres runs 300 plus AI inspection points with 99.9% accuracy 5. That pace signals active procurement cycles vendors can enter now.
