China’s 5-year plan targets AI, fusion, quantum tech

China released a draft 15th five-year plan for 2026–2030 at its two sessions in Beijing, aiming to address tech chokepoints and bolster security amid rivalry with the US.

The outline signals preparations for extreme contingencies including potential external shocks and coastal disruptions.

It seeks to shape global rules for AI, the digital economy, and outer space, and proposes a global organization for AI cooperation plus AI collaboration platforms and technology application centers under the Belt and Road, and aimed at the Global South.

The draft prioritizes controllable nuclear fusion (China’s “artificial sun” program) and expanded quantum research including a space‑to‑ground quantum communication network and a nationwide computing grid.

Measures include incentives to attract hi‑tech talent, joint programs with leading overseas science and engineering universities, cross‑border transfers of research funds, and stronger legal protections for private firms, and steps to safeguard China’s expanding overseas assets and investments.

🧠 Food for thought

Implications, context, and why it matters.

The plan’s tech push answers weak domestic demand and limits on growth

  • China recorded its longest deflationary streak in more than 30 years. The last quarter of 2025 marked its 11th consecutive quarter of a negative GDP deflator (a broad measure of economy-wide price changes), a sign of weak domestic demand and industrial overcapacity 1.
  • Officials are leaning harder on technology as a growth bet. Household consumption’s share of GDP has been falling, which narrows the path for a consumer-led recovery 1.
  • President Xi Jinping has criticised “welfarism” for breeding laziness. That stance makes large direct stimulus to households less likely, which keeps the emphasis on state-led industrial policy 1.
  • The plan focuses on building “new quality productive forces.” It includes state support for fields such as AI and quantum technology to create new sources of growth 2.

The plan seeks faster breakthroughs in strategic technologies by pooling resources

  • The plan aims to strengthen the “new nationwide system” (a state-led approach to mobilising resources across government, research institutions, and industry). It also backs unconventional steps meant to deliver breakthroughs in core technologies such as integrated circuits, industrial machine tools, basic software, advanced materials, and biomanufacturing 3.
  • State-backed capital plays a central role through vehicles such as the National Venture Capital Guidance Fund (a government-backed investment vehicle). These funds can hold long-term stakes in “hard technology” that private markets might avoid 1.
  • The strategy includes more government purchasing of “homegrown innovative products,” which can help domestic firms scale 3.
  • China has incubated more than 12,000 “little giant” firms (a government designation for specialised small and medium-sized manufacturers), based on available official data cited in the Takshashila paper (a research report by the Takshashila Institution, an India-based public policy think tank) 1.
