China to advance ‘AI Plus’ initiative to boost adoption

China will advance and expand its “AI Plus” initiative, according to a government work report submitted to the country’s top legislature.

The report said Beijing will promote faster adoption of next-generation intelligent devices and AI agents.

It also pledged to encourage large-scale commercial use of AI in key sectors.

A draft outline of the 15th Five-Year Plan (2026-2030) submitted alongside the report said the country will encourage technological innovations in multi-modal AI, AI agents, embodied AI, and swarm intelligence.

The draft said authorities will also explore development paths of artificial general intelligence while promoting digital and intelligent development to advance a smart economy.

Implications, context, and why it matters.

### China’s AI Plus initiative is backed by specific metrics

  • The AI Plus initiative sets near-term goals, with AI-powered devices and agents targeted to reach over 70% adoption in key sectors by 2027 1.
  • For manufacturing, the plan aims to build 1,000 high-level industrial intelligent agents, roll out 500 typical application scenarios, and grow two to three globally influential ecosystem-dominating enterprises by 2027 2.
  • Local governments have started infrastructure builds, with Beijing planning two intelligent computing clusters of up to 10,000 graphics processing units (GPUs) each to support the initiative 3.

### This AI push has measurable domestic effects and could influence tech alignment

  • A 20162023 study links China’s AI pilot-zone policies with stronger supply chain resilience among listed firms in pilot regions, with larger gains reported for state-owned enterprises (companies controlled by the government) 4.
  • Research ties smart manufacturing demonstration-project policies to higher green innovation at firms, driven by better information processing capability, improved innovation efficiency, more public attention, plus signaling and financing effects 5.
  • Some analysis says China plans to export its AI Plus model through efforts like the Global AI Governance Action Plan (a policy proposal aimed at shaping international AI rules), which promotes its approach to AI development and governance while deepening cooperation with the Global South, potentially influencing technology standards and alignment over time 6.
