China turns to underwater data centers to fuel AI boom

China has started operating an underwater data center off Shanghai’s eastern coast, linked to the city’s Lingang Special Area free-trade zone, as it tests new ways to meet rising demand for AI computing power.

The facility sits 10 meters underwater and was built by Shanghai HiCloud Technology, a subsidiary of Shenzhen-listed marine navigation and communication equipment company Highlander, with planned capacity of 24 megawatts and investment of 1.6 billion yuan (US$233 million).

The company said the project is linked to onshore cloud and telecom infrastructure, and will support AI workloads, embodied intelligence, and autonomous driving, after an earlier project to build an underwater data center off Hainan.
