China to require EV export license from 2026 for quality control

China will require exporters of pure EV passenger vehicles to obtain licenses starting January 1, 2026, according to a joint announcement from several government agencies.

The new rules apply to vehicles with vehicle identification numbers (VINs) and limit export licensing to automakers and their authorized distributors, who may only ship their own brands.

Authorities said the move aims to improve quality control, after-sales service, and oversight of exported EVs.

Industry experts note that the policy is intended to reduce unauthorized exports and ensure that only qualified firms can sell vehicles abroad.

Data from the General Administration of Customs shows that from January to August 2025, China exported 1.1 million pure EVs with VINs, valued at 159.5 billion yuan (US$22.4 billion).

Exporters must also meet conditions such as being listed in the official vehicle production catalog, holding valid certifications, and providing after-sales support in overseas markets.
