China may test yuan stablecoins in Hong Kong: Morgan Stanley
China’s central bank is considering using Hong Kong to test yuan-linked stablecoins to enhance cross-border digital payments, according to a report by Morgan Stanley.
This initiative is part of China’s efforts to internationalize the yuan but faces challenges due to economic issues.
Hong Kong introduced the world’s first stablecoin regulatory framework on August 1, 2024, enabling pilots backed by a 1 trillion yuan (US$139 billion) offshore liquidity pool.
Morgan Stanley analysts said that stablecoins could simplify cross-border transactions, making them quicker and less expensive.
A yuan-pegged stablecoin might strengthen the currency’s role in global trade and settlement.
Despite these efforts, the yuan’s global reserve share fell to 2.2% in 2024, with analysts urging structural reforms to restore investor confidence.
While banning crypto in 2021, China now supports blockchain tools, using Hong Kong’s sandbox to test stablecoins like those issued by JD.com’s fintech arm.

🧠 Food for thought
1️⃣ Hong Kong serves as China’s regulatory sandbox for financial innovation
Hong Kong’s new stablecoin regulatory regime represents a strategic shift in China’s approach to digital currencies, creating a controlled environment for experimentation while maintaining oversight.
The territory launched a Stablecoin Issuer Sandbox in March 2024, allowing financial institutions to test new products under regulatory supervision before full implementation1.
This approach follows Hong Kong’s established reputation as the most “crypto-ready” location globally in 2023, with over 80 companies expressing interest in establishing a presence there2.
China’s strategy leverages Hong Kong’s special status to test financial innovations that might be considered too risky for immediate implementation in mainland China, creating a middle ground between innovation and control.
The sandbox specifically allows for testing yuan-pegged stablecoins, which provides real-world data on cross-border settlements without fully committing the mainland to policy changes.
2️⃣ Yuan internationalization faces structural economic hurdles despite digital innovations
