China taps AI to create jobs for 12.7 million new graduates

China will use AI to create and reshape jobs as 12.7 million university graduates are poised to enter the labor market this year, Human Resources and Social Security Minister Wang Xiaoping said at the National People’s Congress.

Wang said the government will use AI to upgrade traditional roles and tap employment opportunities across multiple channels to help young people showcase skills across industries.

Officials plan to emphasize vocational skills in emerging sectors such as the low-altitude economy, new-energy vehicles, and AI.

China’s government aims to add more than 12 million urban jobs in 2026 and to keep the average surveyed jobless rate within 5.5% between 2026 and 2030.

🧠 Food for thought

Implications, context, and why it matters.

AI is currently displacing more Chinese manufacturing jobs than it creates

  • The government aims to use AI to create jobs, yet recent analysis of China’s manufacturing sector paints a mixed picture 1.
  • At this stage, AI is in a “substitution” phase, with a net drop in total manufacturing jobs in the short term 1.
  • Lower-skilled workers take more of the hit since a 1% rise in AI development cuts low-skilled roles more than high-skilled ones 1.
  • Opportunities also cluster by location as over three-quarters of technical AI job postings sit in the Yangtze River Delta, the Pearl River Delta, and the Beijing-Tianjin-Hebei region, a major city cluster centered on Beijing with neighboring Tianjin and Hebei province 2.

AI could help narrow China’s wealth gap

  • Outside job counts, AI development coincides with a narrower urban-rural income gap in the study’s manufacturing-focused provincial analysis 1.
  • The study ties part of that shift to AI adoption in sectors such as agriculture, which can lift rural incomes faster than urban incomes 1.
  • Outcomes differ by region since the South Coast, Great Southwest, and Great Northwest comprehensive economic zones see the urban-rural income gap widen even as both urban and rural incomes rise 1.
  • These patterns connect AI’s economic reach to more than the urban, graduate-focused job market, including national goals such as rural revitalization and income equality 1.
