China speeds AI compute grid as public infrastructure

China is accelerating a national computing network, with Beijing positioning AI computing power as public infrastructure and telecom operators rolling out token-based packages as usage rises and they look beyond mobile data for growth.

State media CCTV and Xinhua compared the system to a state power grid and likened tokens, the units processed by AI models, to mobile data, while the National Bureau of Statistics said daily token calls topped 140 trillion in March, more than 1,000 times the level at the start of 2024.

The push ties AI infrastructure to the government’s “six networks” plan, and after the State Council called for stronger planning this month, the National Development and Reform Commission said investment in the six networks and related areas could exceed 7 trillion yuan, about US$1 trillion, this year.

The new computing grid is a solution to a massive oversupply problem

  • The planned national network would make better use of data centers built under the “Eastern Data, Western Computing” strategy, a state program that placed facilities in western China to serve demand from the east 1.
  • A lot of those sites are still quiet. Use rates often sit at 20% to 30% because demand from state-owned companies and government agencies came in below expectations 1.
  • Even so, state purchases kept flowing, reaching US$3.4 billion in 2024 based on government procurement data 1.
  • The Ministry of Industry and Information Technology (MIIT) is weighing a central cloud platform with China Mobile, China Telecom, and China Unicom to share spare capacity across the country. Obstacles include latency, meaning delays in data transmission, plus the challenge of linking systems built on Nvidia’s CUDA, a software platform for AI chips, with Huawei’s CANN, Huawei’s AI computing software framework 1.

AI computing is reshaping China’s energy sector

  • Here, the “power grid” comparison is literal. China has made “power-computing coordination” a national priority, tying data center planning more closely to electricity grids and renewable power 2.
  • The goal is for new data centers to get more than 80% of their electricity from green sources 2.
  • That shift is opening fresh business options. Some power companies are buying into data centers to lock in steady long-term demand, including Yueneng Holdings, which spent 1.1 billion yuan (US$150 million) in March 2026 for a stake in a data center platform 2.
  • It also fits China’s wider industrial policy, which treats data as a state-directed “new factor of production” and leans on state-owned enterprises plus state-backed tools to build infrastructure for national goals 3.
