China signals AI push as MiniMax CEO meets Premier Li

China’s premier Li Qiang met with Yan Junjie, CEO of AI firm MiniMax, along with other business, culture, and education leaders, on January 19 in Beijing.

The meeting highlighted China’s focus on advancing its AI sector amid global competition.

MiniMax, backed by Alibaba, listed in Hong Kong earlier this month with a valuation of US$15.2 billion.

Its latest model, M2.1, is considered one of the most cost-efficient high-performance AI models globally.

The company reports over 200 million global users and enterprise clients in more than 100 countries.

The presence of MiniMax’s founder, instead of a rival like Zhipu AI, suggests the government’s interest in promoting Chinese AI internationally.

🧠 Food for thought

Implications, context, and why it matters.

Financial details are needed to assess the substance behind the global push

  • The idea that MiniMax earns most of its revenue overseas needs to be checked with numbers, since it was valued at US$15.2 billion after its Hong Kong listing.
  • Profitability should be tested, since the AI companion app business can run on “razor-thin margins” and the average Talkie/Xingye customer spent only US$5 in the first nine months of 2025 1.
  • The costs of its “light-asset” approach should be spelled out, because it says it has no training clusters and no meaningful local compute (the company’s in-house AI computing capacity) 1.
  • Exposure to geopolitical and regulatory risk needs to be weighed, given Talkie’s removal from the US App Store in December 2024 which Talkie attributed to “technical reasons” 2.

A state-backed global push could create a market for cross-border tech vendors

  • Tech operators and investors may see an opening if Beijing is pushing Chinese AI abroad, with upside tied to overseas sales by model developers such as MiniMax.
  • As more Chinese AI firms move abroad they will need cross-border payments and compliance software, localization help, plus cloud hosting.
  • Providers can use app intelligence to find where Chinese AI apps earn money, then focus sales there.
  • India leads in AI app downloads, yet North America brings in 47% of AI app revenue 3.
  • Outreach can be tuned with user data since ages 18 to 35 account for over 70% of users on top apps such as Character AI plus Talkie AI plus Linky AI plus HiWaifu 3.
