China has increased its output of high-impact research and patent filings, but US-led export controls continue to limit access to advanced chip manufacturing technology.

Experts say China is self-sufficient in mature chip process nodes but still relies on foreign firms for high-end equipment and advanced processes.

Industry officials said the new plan will prioritize AI integration across industries, including robots, smart vehicles, and next-generation manufacturing.
