China Mobile buys over 14% stake in HKBN for $138m
China Mobile has acquired a 14.4% stake in HKBN, a broadband service provider based in Hong Kong, for HK$1.08 billion (US$138 million).
The deal gives China Mobile a significant shareholding in one of Hong Kong’s largest telecommunications operators.
The shares were purchased through China Mobile Hong Kong, a unit of China Mobile, which bought 213.6 million shares from Twin Holding at HK$5.075 (US$0.66) each.
Twin Holding, an investment firm, reduced its stake in HKBN from around 15.46% to 1.02% after the transaction.
China Mobile had first shown interest in acquiring a stake in HKBN nearly two years ago.

🧠 Food for thought
1️⃣ Crossing ownership thresholds signals potential full acquisition strategy
China Mobile’s move to nearly 30% ownership in HKBN represents a strategic inflection point that typically triggers mandatory takeover requirements.
The acquisition brings China Mobile’s total stake to just below the 30% threshold that would require a full takeover offer under Hong Kong regulations1.
This pattern mirrors acquisition strategies where companies incrementally build stakes before launching full bids, allowing them to test regulatory responses and market conditions.
The timing appears deliberate. China Mobile first expressed interest in HKBN almost two years ago and has now secured regulatory approval from Hong Kong’s Communications Authority after addressing competition concerns2.
By positioning just under the mandatory offer threshold while holding nearly 30% of the company, China Mobile maintains strategic flexibility for future moves while demonstrating a long-term commitment to the Hong Kong broadband market.
2️⃣ Telecom consolidation accelerates despite competition concerns
The HKBN deal reflects broader industry consolidation trends that have persisted for decades despite regulatory scrutiny.
The telecommunications sector recorded approximately 24,800 mergers and acquisitions from 1985 to 2018, totaling over $5.712 billion in transaction value3.
