China grants first level 3 autonomous vehicle permits

Beijing has approved China’s first two level-3 (L3) autonomous vehicles, allowing Changan Automobile and BAIC to manufacture EVs with “hands-off” driving features in specific zones.

Changan, a state-owned automaker based in Chongqing, will produce a model that can operate autonomously on urban roads at speeds up to 50km/h, while BAIC’s Arcfox-branded EV is permitted to drive on highways at up to 80km/h.

The Ministry of Industry and Information Technology (MIIT) said both models passed safety tests, and will be monitored in collaboration with other authorities.

L3 systems, as defined by SAE International, let drivers take their hands off the wheel, but still require them to remain alert and ready to intervene.

Most current smart vehicles in China use L2 features, which require constant driver engagement.

The MIIT did not disclose when the new models would launch.
