China falls behind US in AI agent adoption: report

Chinese AI agent companies are falling behind US counterparts in commercial adoption, according to a July 18 report from China International Capital Corporation (CICC).

In 2024 and 2025, US firms saw significantly higher orders and revenues.

Analysts attribute this to stronger IT budgets and more advanced digital infrastructure among US corporate clients.

Meanwhile, Chinese companies face weaker infrastructure and tighter budgets due to macroeconomic challenges.

Despite lagging commercially, adoption in China is growing. The US had 100 million AI agent users in 2024, with a market penetration rate of 40%. China had 250 million users but a lower penetration rate of 17.7%.

AI agents have become a key focus in AI development. On July 18, OpenAI launched a ChatGPT agent for complex workflows. Major Chinese tech firms, including ByteDance, Alibaba, and Baidu, are also entering the field.

🧠 Food for thought

1️⃣ China’s AI agent landscape reveals adoption paradox despite larger user base

The contrast between China’s 250 million AI agent users and its relatively low 17.7% market penetration rate highlights a significant paradox in AI adoption patterns.

Despite having 2.5 times more total users than the US (250 million vs 100 million), China’s adoption rate remains less than half of America’s 40% penetration rate, revealing the untapped potential in China’s massive market.

This penetration gap suggests that while China has scale advantages, AI agent adoption may be concentrated in specific segments rather than broadly distributed across the population and business sectors.

The discrepancy also reflects structural challenges mentioned in the article, including “relatively weak” digital infrastructure and macroeconomic constraints that have affected corporate digitalization budgets.

The significant difference in commercial success between US and Chinese AI agent firms—with orders and revenue differing substantially—demonstrates how market penetration translates directly to commercial viability.

2️⃣ AI agent development follows evolutionary stages across global markets

The article’s reference to AI agents as the “third stage” of AI development after chatbots and reasoning models illustrates how AI technology follows distinct evolutionary phases.
