China boosts 2026 science, tech spending to $62b
China plans to raise central government spending on science and technology by 10% to 426.4 billion yuan (US$62 billion) in 2026 as it pushes for greater technological self-reliance, according to the central budget.
The rise is the fastest among major spending categories and is above the 5.5% average growth rate budgeted for central government expenditures.
Funding for basic research will rise 16.3% to about 116.9 billion yuan (US$17 billion), while applied research spending will drop 13.3% to about 156.9 billion yuan (US$22.8 billion).
The budget also sets aside 200 billion yuan (US$29.1 billion) in ultra-long special treasury bonds for equipment upgrades and 250 billion yuan (US$36.3 billion) for consumer goods trade-in programs that will help create market demand for innovative products.

Budget increase ties to China’s 15th Five-Year Plan
- Spending rises 10% and matches the push for tech self-reliance during the 15th Five-Year Plan period 2026–2030 1.
- The plan backs a “modern industrial system” plus “New Quality Production Forces” (a Chinese policy term for upgrading the economy through advanced technologies and higher productivity) 1.
- Policy support targets AI, robotics, biomanufacturing, and 6G (sixth-generation wireless technology) as future industries 1.
- Applied research funding fell after a higher 2025 base, some 2026 projects are still being approved 2.
State spending could lift demand for scaling at home and abroad
- The budget allocates 200 billion yuan (US$29.1 billion) in ultra-long special treasury bonds (long-maturity government bonds used to fund policy priorities) for equipment upgrades plus 250 billion yuan (US$36.3 billion) for consumer goods trade-ins to spur demand for new products [News Article].
- In 2024–25 the trade-in program covered 18.3 million vehicles, new-energy vehicles made up nearly 60% of new purchases 3.
- A larger domestic market can help firms scale, reports on the 15th Five-Year Plan outline stress AI use across factories plus supply chains through “AI+” automation with paths to commercialization 4.
- BYD (a major Chinese electric-vehicle and battery maker), Huawei (a Chinese telecoms and consumer electronics company), Haier (a Chinese home-appliance manufacturer) are described as moving beyond low-cost exports 1. They compete on brand plus design, software plus ecosystem partnerships in China and overseas 1.
