For ChatGPT, the move would extend Digital Services Act oversight to an AI service that European Union regulators had already been assessing, particularly whether features such as search fall within the law’s scope.

The designation, which could come as soon as August, would require OpenAI and Roblox to file transparency reports, conduct annual systemic risk assessments, implement mitigation measures, undergo independent audits, and pay an annual supervisory fee.

Breaches can be fined up to 6% of global annual turnover.

Those duties cover illegal content and broader systemic risks, including harms to children.

The move also comes amid scrutiny of Roblox over child safety protections.
