Capital A, StanChart to explore ringgit stablecoin

Capital A, the operator of AirAsia, and Standard Chartered Bank Malaysia have signed a letter of intent to explore a ringgit-backed stablecoin in Malaysia.

The companies plan to develop and test the token through a digital-asset innovation hub overseen by Bank Negara Malaysia.

Standard Chartered Malaysia would act as the issuer, while Capital A may pilot possible wholesale use cases.

This would be Capital A’s first move into regulated digital assets.

The announcement follows the recent launch of a similar ringgit-backed stablecoin by a Malaysian royal.

Malaysia’s sandbox now shapes stablecoin viability

  • Bank Negara Malaysia (the central bank) runs a regulated sandbox that already enabled ringgit stablecoins like RMJDT 1. It sets feasibility and compliance checks, then decides if a project can move past testing, which makes it the gatekeeper 1.
  • Wholesale and retail uses lead to different rules, with RMJDT targeting payment applications across Asia-Pacific markets for cross-border trade while Capital A explores wholesale cases likely tied to treasury work or B2B settlement, not consumer spend 2. Malaysia’s Securities Commission (the capital markets regulator) and Bank Negara oversee these sandboxes, with the applicable regulator tied to token classification and intended use 2.
  • An asset tokenisation discussion paper arrived in October 2025 from Bank Negara, with a proposed approach 1. Rollout timing still hinges on sandbox progress, as RMJDT launched in December 2025 under the sandbox, so testing comes before scale 1.

Payment providers can start building ASEAN fiat stablecoin rails now

  • StraitsX, a Singapore-based payments platform behind XSGD, enabled instant blockchain fiat-to-crypto swaps 3. It integrated with Alipay+ (Ant Group’s cross-border payments network) and GrabPay (Grab’s e-wallet) 3, with volume above US$8 billion 4. Malaysia Singapore QR rails already connect via ASEAN (Association of Southeast Asian Nations) Regional Payment Connectivity 3.
  • RMJDT is backed by ringgit deposits and Malaysian government securities 5, which drives demand for compliant custody or reserve management, plus cross-border settlement across the Malaysian ringgit (MYR) vs ASEAN fiat stablecoins such as XSGD or XIDR (an Indonesia rupiah backed stablecoin) 4. Builders of interoperability layers can move early with designs similar to LayerZero (a cross-chain messaging protocol) and its OFT (Omnichain Fungible Token) framework for multi-chain token supply management 4.
