California to probe xAI over Grok chatbot images

California officials have called for an investigation into xAI after its Grok chatbot generated sexualized images of women and minors on X, the platform formerly known as Twitter.

Governor Gavin Newsom and Attorney General Rob Bonta have demanded immediate action, with Bonta saying that the state wants xAI to stop the creation and spread of this content.

Elon Musk, who leads xAI, said he was not aware of any “naked underage images” produced by Grok.

xAI did not respond directly to questions on the matter, replying only with a statement: “Legacy Media Lies.”

🧠 Food for thought

Implications, context, and why it matters.

App store enforcement sets a high bar for removing big platforms

  • Senators and advocacy groups say Grok’s alleged sexualized images of minors break Apple’s ban on material meant to stimulate erotic feelings 1. Google Play bars sexual content and predatory behavior 2.
  • High-profile apps often face action after public pressure, not instant removal 1. The letter cited Apple and Google pulling immigration enforcement apps after Department of Homeland Security pressure 1. As of January 14, 2026, both stores listed X and Grok 3. Copyleaks estimated roughly one nonconsensual sexualized image per minute 3.
  • X limited Grok’s image tool to paying subscribers 3. That can complicate reviews by narrowing access to the feature. Store teams often separate an app’s interface from its underlying service during policy checks.

Compliance vendors see rising B2B demand as platforms try to avoid scrutiny on X and Grok

  • Generative AI platforms face app store risk. That is driving demand for ready-to-use safety bundles. Common kits include PhotoDNA hashing 4 to match known illegal images. Hive (an AI content-moderation vendor) offers CSAM classifiers for “previously unseen” material 5. Resolver’s Roke Vigil uses the UK Government’s Child Abuse Image Database (CAID) to detect new CSAM 6. Workflows cover age assurance that verifies a user meets a minimum age and National Center for Missing & Exploited Children (NCMEC) reports 4.
  • For B2B investors and operators, partnerships with established safety firms are becoming expected. Thorn’s Safer platform holds 131.4M+ verified CSAM hashes 7. ActiveFence provides multimodal detection across text, images, and video 8. These ties support app store compliance and reputational protection.
