BlackRock, Abu Dhabi holding firm launch $1b reinsurance venture

Abu Dhabi’s largest listed company International Holding Co. (IHC) is partnering with BlackRock Inc. to launch a new reinsurance venture with initial equity commitments exceeding US$1 billion.

The venture plans to manage US$10 billion in liabilities through collaborations with BlackRock and Abu Dhabi-based asset manager Lunate.

BlackRock will make a minority investment and provide insurance asset management, advisory services, and technology.

Lunate will apply its knowledge in public and private markets as part of this initiative.

🧠 Food for thought

1️⃣ Abu Dhabi’s systematic approach to building a global financial hub

The new IHC-BlackRock reinsurance venture is part of Abu Dhabi’s broader strategy to establish itself as a financial center, not just an isolated business opportunity.

The Abu Dhabi Global Market (ADGM), where the new venture will be based, has seen remarkable growth with a 245% increase in assets under management in 2024 alone, now hosting 134 asset and fund managers 1.

This financial infrastructure development has helped Abu Dhabi rank second in the Middle East and Africa and 35th globally on the Global Financial Centres Index, creating an ecosystem where specialized financial services can thrive 1.

The establishment of previous ventures like MGX (AI investments) and XRG (energy investments) demonstrates a pattern of creating sector-specific financial entities to support Abu Dhabi’s economic diversification agenda beyond oil dependency.

ADGM’s legal framework based on English common law provides the regulatory transparency and stability that sophisticated financial operations like reinsurance require to attract global capital and expertise 1.

2️⃣ Strategic partnerships as Abu Dhabi’s preferred model for financial sector growth

The IHC-BlackRock partnership continues Abu Dhabi’s established pattern of collaborating with global financial leaders to accelerate development of local expertise and capabilities.

This approach dates back to partnerships like the 2009 Munich Re-Daman collaboration that brought global reinsurance expertise to the UAE market 2, and the 2011 Validus-ADNIC joint venture that established Underwriting Risk Services in Dubai 3.
