Beijing city to offer free computing for startups in new tech hub
Beijing Municipality is set to transform the Shougang Park in Shijingshan District into a cutting-edge digital infrastructure hub, solidifying its position as an international center for scientific and technological innovation.
A recently unveiled draft proposal outlines plans for proactively developing digital industry infrastructure. A key highlight for startups is the proposed provision of free computing power and other preferential services, with resources from municipal public computing platforms being channeled directly to the innovation zone. This move is designed to alleviate a major cost burden for nascent tech firms and creative teams.
Beyond computing resources, the plan includes the creation of a trusted digital asset service platform. This platform will cater to various content-driven industries like gaming, film, cultural tourism, and heritage, offering essential services for digital asset circulation, rights confirmation, and protection.
The innovation zone will also feature modern digital performance facilities, interactive public spaces, and key laboratories focused on industrial technologies, further fostering a robust digital ecosystem.
Additionally, there are intentions to develop common technology platforms for areas such as virtual reality, audio-visual production, and rendering engines, alongside establishing a large model training base for the film and gaming sectors, which will promote talent development and AI-assisted creation tools.
The public is currently invited to provide feedback on these proposed measures, which aim to propel Beijing to the forefront of the global digital economy.

🧠 Food for thought
1️⃣ Beijing’s digital innovation follows China’s established playbook for tech dominance
The Shougang Park initiative represents Beijing’s localized implementation of China’s broader Digital Silk Road strategy, which has seen investments exceeding $17 billion since 2013 1.
This approach mirrors China’s pattern of creating specialized technology zones to advance strategic sectors, similar to how the Nanning Area of Guangxi Free Trade Zone was developed to focus on digital economy and advanced manufacturing 2.
The emphasis on computing power infrastructure and digital asset management directly supports China’s national ambitions to become a global center for technological innovation, particularly in fields where it seeks to establish technical standards and governance models.
By developing common technology platforms for rendering engines, virtual reality, and interactive equipment, Beijing is positioning itself to influence technology standards beyond its borders—a core objective of China’s digital infrastructure strategy both domestically and internationally.
2️⃣ Digital asset platforms represent a high-growth strategic sector
Beijing’s focus on building a trusted digital asset service platform reflects the rapidly growing importance of digital asset management in the broader technology ecosystem.
The digital asset custody market in Asia Pacific alone is projected to grow from approximately $1.3 billion in 2023 to $4.7 billion by 2030, representing a significant growth opportunity 3.
