Baidu’s Apollo Go to launch in Europe
Chinese tech company Baidu will test its driverless ride-hailing service, Apollo Go, in Europe.
The Wall Street Journal reported on May 13, 2025 that Baidu is negotiating with Switzerland’s PostAuto to launch the service in the country.
Additionally, Baidu plans to expand Apollo Go to Turkey, according to the report.
The service currently operates in several cities in China, including Wuhan, where it maintains a fleet of over 400 vehicles.

🧠 Food for thought
1️⃣ Europe’s new regulations create a strategic entry point for autonomous vehicle companies
Switzerland’s introduction of the Federal Ordinance on Automated Driving in March 2025 created an ideal regulatory environment for Baidu’s European debut 1.
The timing of Baidu’s expansion aligns with Switzerland’s new framework that specifically allows for driverless vehicles on designated routes, subject to specific regulatory conditions 1.
This regulatory readiness is part of a broader European commitment to autonomous mobility, with the European Commission having invested over €500 million in autonomous projects since 2021 and planning an additional €1 billion for 2025-2027 2.
While the US market remains fragmented with state-by-state regulations, Europe’s more unified approach makes it increasingly attractive for companies seeking to scale autonomous operations internationally 3.
Switzerland’s regulatory framework specifically addresses three categories of automated vehicles, including fully driverless ones, providing the clear legal structure that commercial robotaxi services require to operate 1.
2️⃣ Partnership-based expansion strategy emerges as the dominant model for global robotaxi scaling
Baidu’s discussions with Switzerland’s PostAuto reflect its consistent strategy of partnering with established local transportation providers rather than building operations from scratch.
This partnership approach mirrors Baidu’s recent agreement with the Dubai Roads and Transport Authority to launch Apollo Go in the Middle East, demonstrating a systematic global expansion strategy 4.
The company’s “asset-light” model, focusing on providing technology while collaborating with local operators rather than owning vehicle fleets, allows for more efficient international scaling while navigating complex local regulations 5.
