AWS sets up German arm for EU sovereign cloud launch

Amazon Web Services (AWS) will launch a sovereign cloud in the EU, managed by a German corporate parent and its subsidiaries.

The AWS European Sovereign Cloud is expected to launch by the end of 2025.

All operations, including data centers, technical support, and customer service, will be handled by EU-based staff using infrastructure located entirely within the EU.

This ensures compliance with European privacy and data protection laws, including GDPR and Germany’s Federal Data Protection Act.

AWS plans to invest €7.8 billion (US$8.8 billion) by 2040 to build the cloud in Germany, with the first region launching in Brandenburg.

An advisory board of EU citizens and a dedicated security center will oversee the sovereign cloud, which will run independently from AWS’s global systems.

The move aligns with similar efforts by Microsoft and Google to meet Europe’s rising demand for data sovereignty.

🧠 Food for thought

1️⃣ Data sovereignty has become a critical battleground in Europe’s tech policy

AWS’s sovereign cloud initiative reflects a broader European push for data control that has intensified in recent years.

The EU has established a comprehensive data sovereignty framework including GDPR, NIS2, and DORA regulations, which set strict standards for how data must be protected and governed within European borders1.

This regulatory environment directly addresses concerns about foreign government access to European data, particularly through mechanisms like the US CLOUD Act that can compel American companies to disclose data regardless of where it’s stored1.

Europe’s current 92% reliance on US companies for cloud infrastructure has created urgency around digital sovereignty, driving both regulatory measures and support for European alternatives2.

The investment by AWS (€7.8 billion through 2040) demonstrates how significantly these sovereignty requirements are reshaping cloud infrastructure decisions and investment patterns.

2️⃣ Major cloud providers are racing to adapt similar sovereignty models
