AWS partners SHI India to support local AI models

Amazon Web Services has partnered with Indian IT services company SHI India under the IndiaAI Mission to support local AI model development in India.

The companies said the arrangement will give organizations in India access to AWS tools such as Amazon SageMaker.

This will allow them to train and customize large language models without building their own AI infrastructure.

AWS also said SHI India, formerly known as Locuz, has been empaneled under the IndiaAI Mission.

It will provide local implementation support for services including Amazon Bedrock and SageMaker.

India is putting AI money into computing capacity

  • The AWS partnership fits India’s national plan. That plan puts money into AI computing infrastructure, while support for building local foundational AI models stays limited 1.
  • The IndiaAI Mission sets aside Rs.4,563.36 crore for computing capacity, its largest line item. Funding for AI research centers remains far below what it takes to train one large model such as GPT-4 1.
  • This effort also sits inside a much larger private buildout. Reliance Industries and Adani Group aim to invest more than US$200 billion in AI infrastructure, including data centers, over the coming years 2.
  • Execution has lagged. In 2024–25, 96% of the IndiaAI Mission’s budget stayed unspent, which suggests trouble getting funds out the door 1.

India’s AI market is starting to split

  • The wider market also hints at a growing divide in India’s technology sector.
  • A push for “sovereign AI” is creating a separate lane for healthcare and finance. Data protection and compliance rules can limit moving sensitive data to foreign cloud providers 3.
  • That creates room for Indian providers offering AI infrastructure that keeps data inside India, or within a company’s own facilities 3.
  • The result could be a market split between companies using global cloud platforms and regulated sectors choosing local options to meet compliance needs 3.
