Arizona Senate revives crypto bill with reserve fund
Arizona lawmakers have revived HB 2324, a bill that proposes a state-administered reserve fund for managing seized cryptocurrency assets.
The legislation passed the state Senate on June 19, 2025 with a 16-14 vote and will now be considered by the House.
If enacted, the bill would establish the bitcoin and Digital Assets Reserve Fund, managed by the State Treasurer.
This fund would handle crypto assets obtained through criminal seizures.
It would allow for investment and reinvestment in cryptocurrencies or exchange-traded funds containing digital assets.

🧠 Food for thought
1️⃣ Arizona’s pioneering role in crypto regulation continues with asset seizure framework
The proposed Bitcoin and Digital Assets Reserve Fund builds on Arizona’s established pattern of early crypto regulatory leadership dating back to 2017.
Arizona was one of the first states to legally recognize smart contracts and blockchain signatures under state law, positioning itself at the forefront of blockchain legislation 1.
In 2018, Arizona further demonstrated its innovative approach by becoming the first state to establish a regulatory sandbox specifically for fintech companies, allowing startups to test new products with regulatory flexibility 2.
This latest bill addressing seized crypto assets highlights Arizona’s strategy of developing specialized regulatory frameworks ahead of many other states, creating a robust ecosystem for managing digital assets.
The state’s proactive approach contrasts with the fragmented federal regulatory landscape, where agencies like the CFTC and IRS have taken different approaches to classifying digital assets 3.
2️⃣ Growing law enforcement focus on crypto seizures drives need for management frameworks
Arizona’s bill addresses a practical reality as cryptocurrency seizures have become increasingly significant in law enforcement operations nationwide.
U.S. authorities have seized approximately $3.5 billion in cryptocurrency since 2015, creating an urgent need for proper management protocols 4.
