Apple, Meta fined by EU over digital market violations

The European Union has fined Apple €500 million (US$570 million) and Meta €200 million (US$228 million) for violations of the Digital Markets Act (DMA).

The penalties, announced on April 23, 2025, are the first under the new law aimed at reducing the dominance of major tech companies.

These fines follow a year-long investigation by the European Commission into compliance with the DMA.

This act seeks to enhance competition by facilitating market access for smaller firms.

Apple said it would challenge the fine, describing it as unfair and detrimental to user privacy.

Meta claimed the EU is targeting successful American companies and is forcing changes to its business model.

🧠 Food for thought

1️⃣ EU fines reflect evolution in tech regulation strategy

These latest fines represent a significant shift in EU enforcement strategy compared to earlier sanctions against tech giants.

The €700 million ($797 million) combined penalties are considerably smaller than previous EU antitrust actions, such as Google’s €4.3 billion ($5 billion) fine in 2018 for Android antitrust violations 1.

This moderation in fine amounts appears deliberate, with the focus shifting from purely punitive measures to compelling specific business model changes. For example, Apple must allow developers to inform users about alternative purchasing options, and Meta must revise its “pay or consent” advertising model 2.

The DMA enforcement marks a new regulatory chapter, moving beyond case-by-case antitrust enforcement toward systematic rules for “gatekeepers,” which are large platforms with significant market control that smaller competitors depend on to reach consumers.

The EU has established a consistent pattern of leading global tech regulation, pioneering approaches that have influenced similar legislation worldwide. This is demonstrated by its decade-long progression from individual antitrust cases to comprehensive digital market frameworks.

2️⃣ Proportionality reveals more symbolic than financial impact

Despite making headlines, these fines represent a minuscule fraction of the companies’ financial resources, highlighting their primarily symbolic importance.
