Apple fights $587m EU fine over app store rules
Apple has appealed a €500 million (US$587 million) fine from EU regulators for violating the Digital Markets Act (DMA).
The company filed its lawsuit with the General Court, Europe’s second-highest court, on July 7, the deadline for submissions.
The European Commission fined Apple in April for restricting app developers from directing users to alternative deals outside the App Store.
Apple argued the decision exceeded legal requirements and harmed both developers and users.
It also claimed the EU’s directives interfered with its App Store operations and imposed unclear business terms.
Last month, Apple changed its App Store rules to comply with the EU order.

Apple’s €500 million fine is just the latest move in the EU’s increasingly aggressive regulatory campaign against tech giants, establishing the EU as the world’s foremost tech regulator.
Since 2017, the EU has imposed over €9.5 billion in antitrust fines against Google alone, including a €4.34 billion penalty for Android practices and €1.49 billion for online advertising abuses 12.
These penalties reflect a deliberate strategy to use financial deterrents, with fines calculated to impact even the largest tech companies. However, Google’s fines represented only a fraction of its nearly $31 billion profits in 2018 1.
The Digital Markets Act represents a shift from reactive enforcement to preventative regulation, designating powerful platforms as “gatekeepers” subject to strict rules about interoperability, self-preferencing, and data usage 3.
By threatening daily penalties of up to 5% of global revenue for non-compliance (€50 million daily for Apple), the EU has created a regulatory framework with significant enforcement power, forcing even reluctant companies to implement changes while legal challenges proceed.
