Anthropic tools still available after Pentagon blacklist: Microsoft

Microsoft said it will continue offering Anthropic’s AI models to customers outside the US Department of Defense after the Pentagon labeled Anthropic a supply-chain risk.

Anthropic said it will challenge the designation in court.

Microsoft said its lawyers reviewed the designation and concluded Anthropic products, including Claude, can remain available through Microsoft 365, GitHub, and Microsoft’s AI Foundry, but not to the Department of Defense.

Anthropic models are integrated into Microsoft 365 Copilot and GitHub Copilot, and are used by engineers alongside competing models for coding.

Some defense technology companies have told employees to stop using Anthropic’s Claude models.

🧠 Food for thought

Implications, context, and why it matters.

The ban stems from a standoff over Claude’s use restrictions

  • The Pentagon’s designation came after weeks of talks fell apart when Anthropic would not drop safeguards in its contract for military use of Claude 1.
  • Anthropic said Claude could not be used for mass domestic surveillance of Americans or for fully autonomous weapons that can pick and attack targets without human intervention 1.
  • The government pushed to use the technology for “all lawful purposes” without those limits, which helped end negotiations 1.
  • Former defense and intelligence officials and policy experts said the “supply chain risk” authority targets threats from foreign adversaries, and they called its use against a U.S. company a “profound departure” that sets a “dangerous precedent” 2.

The dispute raises questions about ethics, contracting leverage, and operational fallout

  • Microsoft’s commercial backing of Anthropic rests on a strategic partnership. Anthropic agreed to buy $30 billion of Azure compute capacity, and Microsoft agreed to invest up to $5 billion in Anthropic 3.
  • The Pentagon’s designation blocks Anthropic products such as Claude from the Department of Defense. Microsoft said Claude can still be sold to other customers through Microsoft 365, GitHub, and Microsoft’s AI Foundry 4.
  • The Pentagon and other agencies got a phaseout window. President Donald Trump’s directive gave some agencies six months to stop using Anthropic, and the Pentagon said it would limit Anthropic services to the department to six months 1.
  • The clash has renewed debate over whether AI usage safeguards can survive government contract pressure. OpenAI separately announced a Pentagon deal that ABC News said would help replace Anthropic in classified military settings 4.
  • Critics said the episode could make it easier to use procurement tools to pressure American tech companies over contract terms 2.
