Anthropic urged the US Congress on June 10 not to override state AI laws.

The company said lawmakers should first pass a federal law that it said was at least as strong as its proposed framework for catastrophic AI risks. The framework includes independent evaluation of the most powerful models.

The request came in response to proposals to block state AI rules that President Donald Trump backed.

In its policy paper, Anthropic said frontier AI developers should engage at least one qualified independent evaluator.

The company also called for developers to publish safety information.

Anthropic said government action if a model poses catastrophic risks.

Anthropic said any federal preemption should be narrow. States could still regulate areas such as child safety and consumer protection.

Anthropic also called for unemployment benefit systems to be modernized for potential AI-driven layoffs.
