The Trump administration is nearing approval for Anthropic to restore access to Fable 5 after a June 12 export control order led the AI company to block foreign access to its most advanced models.

Mythos 5 has already been cleared for some trusted US organizations.

The June 12 directive was issued by the US Commerce Department’s Bureau of Industry and Security, according to outside analyses.

The order targeted access by foreign nationals, not only traditional software exports.

The case also shows how cloud-delivered AI can qualify as an export control issue.

Legal analysts said application programming interface or web-based access can transfer controlled technical information even when no model weights are downloaded.

For cloud and API providers, that approach could increase compliance requirements, including customer screening, geolocation checks, and usage monitoring, as the Bureau of Industry and Security extended some licensing conditions to remote-access infrastructure services.
