Ant International eyes stablecoin licenses in HK, Singapore
Ant Group, an affiliate of Alibaba, plans to apply for a stablecoin issuer license in Hong Kong through its overseas subsidiary, Ant International.
The company will submit its application following the implementation of the Stablecoins Ordinance on August 1.
Ant International also intends to seek similar licenses in Singapore and Luxembourg, as reported by Bloomberg.
The Stablecoins Ordinance, which was passed by Hong Kong’s legislature last month, creates a regulatory framework for issuers of fiat-referenced stablecoins.
Stablecoins are cryptocurrencies designed to maintain a stable value, typically pegged to fiat currencies such as the US dollar. They are often used for transferring funds between tokens.
Ant Group, founded by Jack Ma, is 33% owned by Alibaba and operates Alipay, a mobile payments platform in China.

🧠 Food for thought
1️⃣ Ant’s stablecoin strategy builds on established blockchain experience
Ant Group’s move into stablecoins extends their seven-year exploration of blockchain technology rather than representing a sudden pivot.
The company first deployed blockchain for cross-border payments in 2018, launching a remittance service specifically targeting Filipino workers in Hong Kong that allowed instantaneous transfers via mobile apps 1.
This Hong Kong application builds on Ant’s substantial technical infrastructure, including their Whale platform, which reportedly processed approximately $1 trillion in transactions last year 2.
The expansion into regulated stablecoins aligns with Ant’s historical mission of financial inclusion that dates back to its 2014 formation, when it focused on serving small businesses and entrepreneurs who lacked access to traditional banking 3.
Ant’s strategic partnerships with established financial institutions like Deutsche Bank further demonstrate their commitment to integrating blockchain technology into mainstream financial applications 2.
2️⃣ Asian fintech giants embrace regulated digital assets amid evolving frameworks
Hong Kong’s stablecoin licensing regime, taking effect August 1st, represents a significant regulatory milestone that’s attracting established financial players rather than just crypto startups 4.
