AMD faces $800m charge as US limits chip exports to China

Advanced Micro Devices (AMD) expects to incur charges of up to US$800 million due to new United States export restrictions on advanced processors to China.

The US Commerce Department has introduced new licensing requirements for exporting certain chips, including AMD’s MI308 and Nvidia’s H20 models.

AMD confirmed that the restrictions specifically impact its MI308 products and plans to apply for export licenses.

However, approvals are not guaranteed.

🧠 Food for thought

1️⃣ Export controls represent growing economic costs in the U.S.-China tech rivalry

The $800 million charge AMD faces represents approximately 50% of its projected FY 2024 net income, highlighting the substantial financial impact of these restrictions 1.

This follows a pattern of escalating technology export controls that began with Huawei’s addition to the Entity List in 2019, which required special licenses for U.S. companies to sell technology to the Chinese telecom giant 2.

The semiconductor sector is particularly vulnerable to these restrictions, as evidenced by the VanEck Semiconductor ETF falling over 4% following the announcements from Nvidia and AMD 3.

Companies caught in this crossfire face difficult strategic choices, as China represents AMD’s second-largest market, generating $6.23 billion in revenue (24% of total sales) in 2024 4.

Historical precedent provides little optimism for these companies, as Jefferies analysts note that no licenses for GPU shipments to China have ever been granted by U.S. authorities 3.

2️⃣ Concentrated supply chains magnify export restriction impacts

The severe market reaction to these restrictions highlights how the semiconductor industry has developed concentrated supply chains where few companies provide critical components for global technology advancement 5.

AMD and Nvidia dominate the high-performance AI chip market, which means restrictions on their exports to China create significant supply constraints for Chinese technology development 6.

The concentrated nature of semiconductor intellectual property and manufacturing expertise makes the industry particularly vulnerable to export controls compared to more diversified industrial sectors 6.
