Amazon to spend $15b on AI, cloud expansion in Indiana

Amazon plans to invest US$15 billion to build new data center campuses in Northern Indiana, aiming to expand its AI and cloud computing infrastructure.

The project is expected to add 2.4 gigawatts of data center capacity and create 1,100 jobs, with additional roles in construction and related industries.

Amazon will also support workforce development programs and STEM education in local communities.

An agreement with utility provider NIPSCO will supply energy for the data centers, and is expected to save Indiana residents and businesses about US$1 billion over 15 years, according to NIPSCO.

Amazon has invested over US$31 billion in Indiana since 2010, with existing facilities including fulfillment centers, delivery stations, and data centers.

The company also operates renewable energy projects in the state, such as solar and wind farms.

Approvals and grid hookups stay uncertain

  • The 2.4 GW announcement gives no in-service dates. In comparison, Indiana Michigan Power (I&M)’s Expedited Generation Resource plan for Amazon and Google AI data centers uses a 90-day review set by House Enrolled Act (HEA) 1007. Citizens Action Coalition, joined by Earthjustice, call it short with little room for public input 1.
  • Any Northern Indiana Public Service Company (NIPSCO) deal would go through the Indiana Utility Regulatory Commission (IURC). Recent settlements drew pushback, and Citizens Action Coalition asked the IURC to reject a NIPSCO rate case settlement, saying it would raise bills more for homes while easing increases for politically connected commercial and industrial customers 2.
  • Indiana’s new large-load rules, approved in February by the IURC, require review and approval when a large-load customer plans to cut more than 20% of its contracted peak capacity 3.

Renewable and battery developers can pursue MISO-North Indiana interconnections

  • Indiana Michigan Power expects its Indiana peak load to climb from 2,800 MW to more than 7,000 MW by 2030 due to new large users, under the IURC decision 3.
  • Developers can use the Midcontinent Independent System Operator (MISO) interactive interconnection queue to find active requests and tie-in points in Northern Indiana, including NIPSCO areas. MISO runs the high-voltage grid across much of the Midwest 4.
  • Investors can watch for NIPSCO solicitations and new IURC filings. The I&M settlement approved by the IURC revises the industrial tariff so large-load customers pay for grid upgrades needed to serve them rather than existing customers 3.
