Amazon to invest $9b in Korea, eyes public sector AI push
Amazon Web Services Korea is ramping up infrastructure investment to support South Korea’s goal of becoming a top-three AI nation.
The company plans to invest over US$5 billion by 2031 in data centers, bringing its total projected investment in Korea to US$9 billion—the largest ever by a foreign firm.
Ham Kee-ho, AWS Korea’s managing director, predicts that AI-native models could allow Korean startups with fewer than 12 employees to generate US$100 billion in annual revenue by 2029.
Currently, AWS estimates 60% of Korean firms have introduced AI agents, though many still face a lack of clear implementation guidelines.
To accelerate adoption, Ham noted that AWS’s recent US$50 billion partnership with OpenAI will serve as a powerful engine for Korean enterprises to scale their AI agent capabilities.

🧠 Food for thought
Implications, context, and why it matters.
Local giants and national plans fuel South Korea’s AI push
- AWS’s investment fits South Korea’s plan to rank among the world’s top three AI nations by 2027, supported by large GPU procurement, expanded data infrastructure, and domestic foundation models 1.
- Local conglomerates also take part, so the effort does not rest on overseas capital alone.
- AWS’s earlier $4 billion commitment teamed with SK Group to build a large data center in Ulsan, described in reporting as using 60,000 GPUs 2.
- SK Telecom is also working on homegrown foundation models through its hyperscale AI model A.X K1, and said it plans to release it as open source 3.
- AWS Korea said AWS’s newly announced US$50 billion strategic partnership with OpenAI would speed Korean firms’ adoption of AI agents 4.
South Korea’s data center surge reshapes its role in the AI supply chain
- The build-out moves Korea beyond being a component supplier like memory chips toward becoming a hub for AI cloud services and operations 1.
- Foreign direct investment is also rising, with officials describing a combined $9 billion plan from seven multinational firms over the next five years 1.
- Physical constraints still set boundaries.
- The Seoul metropolitan area, including Incheon and Gyeonggi Province, already holds over 60-65% of the nation’s data centre infrastructure and faces tight power and land supply 5.
- Power approvals for a new data center now take about 12 months, which could slow the 2027 timeline 5.
