The investment rule covers every large streaming service in France

• France’s 2021 SMAD decree applies to on-demand audiovisual media services such as streaming platforms. It requires them to put at least 20% of annual turnover in France into French and European film and TV production 1.
• Amazon is not alone under this rule. Netflix, Disney+, and Apple TV+ face the same obligation, and Apple TV+ recently signed a similar four-year deal 2.

France’s policy is lifting spending and output in local production

• Global streamers put more than 974.6 million euros (US$1.15 billion) into France’s creative sector from 2021 to the end of 2023 under the rule 1.
• In that span, Prime Video backed 53 works, Netflix supported 66, and Disney+ financed 36 1.
• The money also supports larger projects. Streamer-backed films averaged budgets of 8.7 million euros (US$10.2 million), compared with 4.5 million euros (US$5.29 million) across all French films 1.
