Amazon Prime Video faces higher France investment rules
France’s media regulator ARCOM said on May 7 that Amazon Prime Video must invest at least 90 million euros (US$106 million) in local film and video production in 2026 to keep operating in the country.
The requirement rises to 110 million euros (US$129 million) if Prime Video releases at least one film on the service within 12 months of its theatrical debut.
ARCOM said the annual minimum was set at 40 million euros (US$47 million) in 2021.
Future amounts will depend on Prime Video’s sales revenue.
French rules require broadcasters and streaming platforms to fund local European production.

The investment rule covers every large streaming service in France
- France’s 2021 SMAD decree applies to on-demand audiovisual media services such as streaming platforms. It requires them to put at least 20% of annual turnover in France into French and European film and TV production 1.
- Amazon is not alone under this rule. Netflix, Disney+, and Apple TV+ face the same obligation, and Apple TV+ recently signed a similar four-year deal 2.
