Amazon lobbies India for export exemption from investment rules

Amazon is asking the Indian government to exempt exports from foreign investment rules that currently prevent companies like Amazon and Walmart from buying products directly from Indian sellers for overseas sales, according to four sources familiar with the matter.

India requires foreign ecommerce firms to operate only as marketplaces, a policy designed to protect small retailers that also applies to exports.

Amazon executives made their request at a meeting with India’s Commerce Ministry on August 21.

Industry groups representing small retailers opposed the move, arguing that easing restrictions would harm local businesses.

Government documents reviewed by Reuters show that officials have not made a decision and want to prevent foreign ecommerce firms from selling directly to Indian consumers.

Any policy change would need to clearly separate goods meant for export from those for domestic sale.

🧠 Food for thought

1️⃣ India’s massive e-commerce growth makes regulatory access increasingly valuable for global players

Amazon’s lobbying push comes as India’s e-commerce market represents one of the world’s fastest-growing digital economies.

The market was valued at $125 billion in 2024 and is projected to reach $345 billion by 2030, making regulatory flexibility worth billions in potential revenue 1.

This growth is supported by India’s 650 million smartphone users and 950 million internet subscribers, creating a digital infrastructure that enables massive e-commerce expansion 2.

Amazon’s export ambitions alone—from $13 billion since 2015 to a targeted $80 billion by 2030—demonstrate the scale of opportunity that regulatory changes could unlock 1.

The size of this market explains why Amazon is willing to engage in complex regulatory negotiations, as even small policy changes could translate to substantial revenue gains in such a large and rapidly expanding economy.

2️⃣ The inventory versus marketplace model distinction reflects India’s broader protectionist trade approach

Amazon’s request to buy products directly for export highlights the fundamental restriction that foreign companies face in India’s e-commerce sector.
