Alibaba’s Cainiao launches US–Mexico cross-border delivery
Cainiao, the logistics arm of Alibaba Group Holding, has launched a cross-border service between the US and Mexico, marking its first such offering in the Americas.
The new service is designed to handle parcel shipments along the busy US-Mexico corridor, with Cainiao managing the process from sorting to last-mile delivery through its own local networks.
The company said the service will reach 99% of the Mexico market, and will be priced at about 60% of the current market average.

🧠 Food for thought
Implications, context, and why it matters.
Mexico de minimis and courier rules give Cainiao, priced at about 60% of market average, an edge for now
- Mexico sets de minimis at US$50 tax-free and US$117 duty-free for United States–Mexico–Canada Agreement (USMCA) partners. The Servicio de Administración Tributaria (SAT), Mexico’s tax authority, will raise the courier duty for non-FTA origins from 19% in early 2025 to 33.5% on Aug. 15, 2025. In February 2025 the US suspended de minimis for imports from Mexico and Canada 12.
- Shipments under US$117 from the US get partial tax and duty exemptions per SAT, which cuts clearance costs versus formal entry 1.
- Officials are weighing steps to curb order splitting and tax evasion 12. Stricter enforcement could trim cost advantages.
US brands can use Software-as-a-Service (SaaS) for checkout, tax, OXXO Pay, and Mexico’s Interbank Electronic Payment System (SPEI)
- Cross-border e-commerce reaches 80% of Mexican shoppers and could reach 20% of the market by 2027, while total e-commerce could grow from US$54.4 billion in 2025 to US$175.8 billion by 2034 34.
- Lower shipping via Cainiao’s US–Mexico service boosts the case for business-to-business (B2B) SaaS for US merchants 123. Offer SPEI transfers, which processed 5.34 billion in 2024, plus OXXO Pay cash vouchers payable at OXXO, the country’s largest convenience-store chain. Add duty calculators that match Mexico’s tariff rules including the 33.5% flat duty for non-FTA courier shipments 123.
- Fintech enablers can plug into Buy Now, Pay Later (BNPL), which could grow from US$4.6 billion in 2024 to US$18.5 billion by 2030 3. Offer installments for fashion, bought online by 62% of Mexican shoppers in 2024, and appliances 3.
