Alibaba unveils Qwen 3 as China’s AI rivalry heats up

Alibaba Group introduced Qwen 3, an upgraded version of its AI model, on April 29, 2025.

The new model features hybrid reasoning capabilities designed to improve adaptability and efficiency for developers.

The launch comes as competition heats up in China’s AI industry.

This competition is driven by the emergence of local startup DeepSeek, which has announced the development of cost-effective AI models.

Qwen 3 follows Qwen 2.5-Max, which Alibaba released in January 2025 after DeepSeek’s rise.

🧠 Food for thought

1️⃣ China’s AI race reflects its ambitious national strategy

Alibaba’s rapid release of Qwen 3 is part of a larger national initiative that aims to make China the global AI leader by 2030, as outlined in the comprehensive New Generation Artificial Intelligence Development Plan 1.

The Chinese government has created a coordinated “top-down approach” that aligns government, private sector, and academia to achieve these national AI goals, with reported investment funds exceeding private VC funding 2.

This national strategy explains why Chinese tech giants are aggressively competing. The government expects AI to potentially add $600 billion annually to China’s economy and boost it by 28% by 2035 34.

China’s AI ecosystem has grown dramatically, with over 4,500 AI companies in 2024 representing 15% of the global total, and the country now leads in patent filings related to AI 4.

The rapid succession of AI model releases from Alibaba, Baidu, and others demonstrates how commercial competition is accelerating progress toward the government’s strategic objectives.

2️⃣ The paradigm shift from model size to practical efficiency

DeepSeek’s breakthrough earlier this year fundamentally changed China’s AI landscape by demonstrating that companies could build high-performing models at significantly lower costs than Western counterparts 5.

This efficiency breakthrough has shifted the competitive metrics from simply having the largest models to creating the most cost-effective ones, forcing established players like Alibaba to rapidly iterate their offerings 6.
