Alibaba shares drop after Pentagon blacklist listing
Alibaba Group’s stock fell over 3% in Hong Kong after the Pentagon briefly listed it among Chinese companies allegedly aiding the military, then withdrew the list without explanation.
The updated list also included Baidu, BYD, and Tencent Holdings Ltd., but the entire roster was retracted.
Two memory chip companies, ChangXin Memory Technologies Inc. and Yangtze Memory Technologies Co., were also removed.
The list, first published in 2021, names over 130 entities across sectors like airlines, hardware, and shipping, accused of working with China’s military.
Alibaba said it is not a military company and will take legal action against misrepresentations.
Baidu called its inclusion baseless.

The Pentagon’s 1260H list is one tool in a wide US crackdown on Chinese firms
- The Defense Department’s Section 1260H list sits among more than ten US sanctions and “red-flag” lists, which together had tagged over 1,000 Chinese firms by July 2024 1.
- The effort dates to a 1999 law that told the Pentagon to name Chinese military-linked firms. The FY2021 National Defense Authorization Act (NDAA), an annual US defense policy bill, set today’s requirement for a yearly 1260H release 2, 3.
