AI coding startup Cognition picks Singapore for APAC HQ
Cognition, the startup behind AI coding tool Devin, said on April 29 it will make Singapore its Asia-Pacific headquarters to oversee its regional expansion.
The move follows Cognition’s entry into Japan and its acquisition of Singapore startup Havana, whose team will join regional engineering and product work.
Richard Spence will lead APAC operations from Singapore – covering Southeast Asia, Australia, India, and South Korea. Cognition plans to open an office in the central business district later in 2026.
Cognition also said Singaporean bank OCBC is using its platform for software development, reporting productivity gains of up to 30%.

🧠 Food for thought
Implications, context, and why it matters.
Cognition is using funding and deals to expand in Asia
- Cognition entered Singapore and Japan with deep funding. That includes a US$400 million round at a US$10.2 billion valuation, plus reports of another round near a US$25 billion valuation 1, 2.
- The company is also buying its way into growth. It acquired Singapore startup Havana and Windsurf, an AI coding startup whose software helps developers write code. Cognition said Windsurf had US$82 million in annual recurring revenue, a common software measure of subscription revenue, plus about 350 enterprise customers 3.
- Japan is a natural target because software engineering talent shortages have lingered there, which makes the case for an AI software engineer stronger 4.
Adoption hurdles in Asia could test demand for AI agents
- OCBC gives Cognition an early customer in Singapore, yet only 18% of businesses there use fully autonomous AI systems 5.
- Business leaders worry more about day-to-day use than the tech itself. Trust and reliability lead at 43%, while data quality and integration follow at 37% 6.
- That makes the region a proving ground for AI agents, software systems built to complete tasks with limited human input.
- Future growth will hinge on results. About 30% of business leaders want clear business gains before they raise spending 5.
