Adani halts talks with Israeli firm for India’s $10b chip plant

Adani Group has suspended discussions with Israel’s Tower Semiconductor on a proposed US$10 billion chip manufacturing facility in Maharashtra, India.

The project, announced in September, aimed to produce 80,000 wafers per month and create 5,000 jobs to help position India as a global semiconductor hub.

The pause followed an internal evaluation that raised concerns about domestic demand and the project’s viability.

A source also cited dissatisfaction with Tower Semiconductor’s financial commitment, as Adani had sought increased investment.

Both companies declined to comment.

🧠 Food for thought

1️⃣ India’s semiconductor ambitions face recurring historical challenges

The Adani-Tower setback follows a pattern of false starts in India’s 25-year quest to establish semiconductor manufacturing capabilities.

In 2007, Intel chose China over India for a $2.5 billion chip plant because the Indian government took nearly three years to finalize its semiconductor investment policy, causing Intel to shift investments to China and Vietnam instead 1.

Similar issues plagued the $19.5 billion Vedanta-Foxconn joint venture that collapsed in 2023, with concerns about project costs and delayed incentive approvals cited as key factors for its failure 2.

These challenges highlight how policy implementation and investment climate issues continue to hamper India’s semiconductor ambitions despite changing governments and economic conditions.

While India possesses 19% of the world’s chip designers, showcasing its talent strength, it has struggled to translate this advantage into manufacturing capability 3.

The question of domestic demand that concerned Adani mirrors historical challenges, as India’s 6.5% global semiconductor end-demand share remains modest compared to the combined 54% share of the US and China.

2️⃣ Emerging economies face unique semiconductor market entry barriers

The Adani-Tower pause highlights how breaking into semiconductor manufacturing requires more than capital—it demands a mature ecosystem that established hubs already possess.
