A16z names ex-Biden cybersecurity official as senior adviser

Andreessen Horowitz (A16z) has appointed Anne Neuberger, a former senior cybersecurity official in the Joe Biden administration, as a senior adviser.

Neuberger served as deputy national security adviser and previously worked at the National Security Agency (NSA).

She will focus on AI and cybersecurity at the venture capital firm, according to statements from Neuberger and co-founder Ben Horowitz.

After leaving her White House role, Neuberger publicly advised the incoming Trump administration to prioritize cybersecurity standards for critical infrastructure and strengthen international cooperation.

Andreessen Horowitz has also gained influence in US political circles, with several former employees now serving in the Trump administration.

🧠 Food for thought

1️⃣ The revolving door between cybersecurity leadership and venture capital is accelerating

Neuberger’s move from deputy national security adviser to Andreessen Horowitz reflects a broader pattern of government cybersecurity officials transitioning to venture capital roles.

This trend has intensified as VC firms recognize the value of former officials who understand both technology capabilities and government procurement processes.

The firm’s focus areas of “American Dynamism, AI, and cyber” directly align with Neuberger’s government experience, suggesting these hiring decisions are strategic rather than coincidental.

Her transition follows her advocacy for using “artificial intelligence and more aggressive cyber-operations” to counter “China’s cyber dominance,” positioning her to identify investment opportunities that address these national security priorities 1.

2️⃣ Defense-tech venture investing has matured into a substantial market segment

The scale of government-backed technology investing demonstrates how defense-tech has evolved beyond niche startups into a major venture capital category.

In-Q-Tel, the CIA’s venture arm founded in 1999, has invested at least $1.8 billion across over 800 companies, receiving approximately $100 million annually in taxpayer funding 2.

This government investment has catalyzed significant private capital, with commercial VCs typically investing “$40 for every dollar In-Q-Tel invests in a startup” 2.
