70% of Indonesians face digital scam threats: Dutch Queen Máxima
Queen Máxima of the Netherlands said 70% of Indonesians face digital scam attempts each week, with one in four reporting financial losses.
She made the comments at a UNSGSA and Financial Services Authority (OJK) press conference in Jakarta on November 27.
Queen Máxima, who advises the UN Secretary-General on financial health, urged Indonesia to speed up digital ID and data exchange systems to strengthen security.
She also called for daily public education on scam tactics, and highlighted the effectiveness of real-time fraud alerts at the point of payment, which have been used in other countries.
Queen Máxima said global cooperation and sharing successful anti-scam strategies are needed as cybercrime rises across Southeast Asia.
The Indonesia Anti-Scam Centre, launched by OJK, reported losses of 7.8 trillion rupiah (US$504 million) from financial scams over the past year.
Between November 2024 and November 2025, the center received 343,402 scam reports, and blocked 106,222 of 563,558 reported bank accounts.

Payment ID delay puts the focus on BI-FAST fraud controls as new rules take effect
- Indonesia cancelled the early rollout of Payment ID, a centralized identifier for payer and payee checks. It would have been mandatory from August 17, 2025 for transfers over IDR (Indonesian rupiah) 10 million, and the system stays in a regulatory sandbox (a controlled testing phase) with technical specifications still unpublished 1.
- Bank Indonesia Fast Payment system (BI-FAST) is the national real-time retail payments rail. It logged 67.79% year-on-year growth with 785.95 million transactions as of February 2024, while stronger fraud and cyber-incident measures became mandatory on June 30, 2025 23.
- Payment ID now tracks the Bank Indonesia Payment System Blueprint (BSPI) 2030 plan, with initial rollout in 2027 and full deployment in 2029. The Financial Services Authority (OJK) Anti-Scam Centre tallied Rp7.8 trillion in losses over the past year. Near-term fraud control leans on BI-FAST’s June 2025 rules, such as 30-minute fraud alerts, 1-hour cyber-incident reporting, plus account freezes 13. Identitas Kependudukan Digital (IKD) stands near 6.53% with 18 million users as of December 2024, and the 2025 target is 10% 45.
Fraud-tech vendors have a window to help BI-FAST participants before any Payment ID mandates could start in 2027
- More than 100 banks have joined BI-FAST. Participants must put in stronger fraud controls, including 30-minute fraud notifications and real-time monitoring, under rules effective June 30, 2025 23.
- Vendors with confirmation of payee, mule-account detection, and at-payment warnings can pitch stopgap tools during Payment ID’s sandbox phase, which still has unpublished technical specifications 1. The ISO 20022 messaging foundation supports third-party integration 36.
