Indonesia said to weigh sovereign AI fund to be regional hub

Indonesia is considering establishing a sovereign AI fund to support its goal of becoming a regional center for AI, according to a government white paper.

The proposed fund would be managed primarily by Danantara Indonesia, the country’s sovereign wealth fund, which oversees more than US$900 billion in assets.

The document outlines a potential launch window between 2027 and 2029 and suggests a public-private partnership model, but does not specify the fund’s size.

The white paper also recommends boosting fiscal incentives for Indonesian AI investors, though further details are not provided.

The strategy, which awaits public feedback before finalization, assesses Indonesia’s current AI capabilities and makes policy recommendations through 2030.

It notes Indonesia is at an early stage of AI adoption, with contributions from firms such as Huawei and GoTo.

Challenges highlighted include talent shortages, low research budgets, infrastructure gaps outside major cities, and risks related to misinformation and data privacy.

🧠 Food for thought

1️⃣ Indonesia’s exceptional AI adoption creates strong foundation for sovereign fund strategy

Indonesia enters this sovereign AI fund initiative from a position of strength, with the world’s highest AI workplace adoption rate at 92% and Southeast Asia’s highest overall AI adoption at 24.6% as of recent surveys 12.

This widespread adoption has already generated measurable economic returns, with 59% of Indonesian businesses reporting revenue increases averaging 16% after implementing AI, while 64% expect cost savings of 29% 3.

The country’s AI market demonstrates rapid scaling potential, projected to grow from $2.4 billion to $10.88 billion by 2030 with a 28.65% annual growth rate 1.

These adoption metrics suggest Indonesia’s sovereign fund would be investing in an already-receptive market rather than trying to create demand from scratch, potentially accelerating returns compared to countries with lower baseline adoption.

2️⃣ Regional competition drives massive sovereign AI investments across Southeast Asia

Indonesia’s proposed sovereign AI fund reflects an intensifying regional competition for AI infrastructure investments, with neighboring countries securing billions in commitments from global tech giants.
