Anthropic opens first Asia office in Tokyo
Anthropic has opened its first Asia-Pacific office in Tokyo and signed a memorandum of cooperation with the Japan AI Safety Institute.
The US-based AI startup aims to collaborate on AI evaluation methodologies and monitor trends in the field.
Anthropic’s CEO Dario Amodei met with Japanese Prime Minister Takaichi and local officials during the visit.
The company has also joined the Hiroshima AI Process Friends Group, which seeks to promote safe and trustworthy AI development.
Anthropic is working with Japanese firms, including Rakuten, Nomura Research Institute, and Panasonic, to integrate its AI model, Claude, into business operations.
Anthropic plans to expand further in the Asia-Pacific region and will bring its approach to Seoul and Bengaluru.

Claude’s Japan availability hinges on AWS Tokyo infrastructure
- Anthropic opened a Japan office, yet it has not confirmed Claude runs on Amazon Bedrock (AWS’s managed service for accessing foundation models) with in-country data residency (processing and storage kept within Japan). The service allows cross-Region inference for Sonnet 4 from Asia Pacific (Tokyo) as a source region 1, so firms need proof that processing stays in ap-northeast-1 (AWS’s Tokyo region code).
- Without that clarity, deals with Rakuten and Panasonic face latency risks. Nomura Research Institute is a Japanese consulting and IT services firm that also partners with Anthropic. Bedrock’s Global profile can route requests to “all commercial AWS Regions” 2. That setup can send traffic outside Japan even when called from Tokyo, which can block adoption in finance and other regulated sectors.
