X tightens age policy in Indonesia to meet new law
X will require users in Indonesia to be at least 16 years old from 27 March 2026 to comply with PP 17/2025 on electronic system governance and child protection.
The regulation, known as PP Tunas, classifies social networking services as high-risk and limits access to users aged 16 and above.
X plans to identify and deactivate underage accounts.
The Ministry of Communication and Digital welcomed X’s action and will monitor progress periodically.
The ministry has asked other operators to adjust their services to meet the new rules.

🧠 Food for thought
Implications, context, and why it matters.
The regulation is a response to alarming child safety statistics
- The Indonesian government calls the policy a “digital emergency,” aiming to shield children from threats such as grooming and harmful content 1.
- UNICEF (the United Nations children’s agency) reports that half of Indonesian children online have come across sexual content 2.
- Authorities have logged about 1.45 million cases of online child exploitation, which they cite as grounds for fast action 2.
- To back up the rule, platforms must run self-assessments of their risk profiles, including whether a child can interact with strangers or see violent or pornographic material 1.
X’s compliance risks its pipeline of young users in a key growth market
- Indonesia is an important market for X, often ranking among the top countries for tweet volume and shaping public debate among young, urban users 3.
- The measure adds revenue pressure in a country where social media takes the largest share of $3.64 billion in digital ad spending 4.
- X’s global ad audience ages 13-17 is 2.0%, yet the restriction shrinks the future user pool since ages 18-24 make up 32.1% of its audience 5.
- Indonesia is the first non-Western country to set limits on minors’ access to high-risk digital platforms, which may nudge other Southeast Asian governments to follow in a region with 73.5 million of X’s addressable ad audience 6, 5.
