Volkswagen ramps up China-designed strategy to catch local EV rivals
Volkswagen has given its China operations more autonomy in designing and validating new EV models, aiming to speed up development and cut costs.
The German automaker announced its Volkswagen Group China Technology Company (VCTC) in Hefei, which can now create and test new vehicles without approval from headquarters.
Volkswagen, which has lost market share to local brands like BYD and Geely, sold 2.9 million cars in China in 2024, down 9.5% year-on-year.
Volkswagen, through its joint venture Carizon with Horizon Robotics, is developing advanced semiconductors in China and expects a system-on-a-chip within three to five years.
VW China employs over 9,000 engineers focused on R&D and EV competitiveness.

🧠 Food for thought
Implications, context, and why it matters.
VW’s Hefei autonomy grows amid limited tech depth
- Volkswagen’s Hefei setup marks a real shift with Volkswagen Group China Technology Company (VCTC) running end-to-end work from platform design to validation outside Germany 1. The center targets the first China-only electronic architecture in 18 months 1. It trims cycles by about 30% with up to 50% cost cuts in select projects 1.
- Autonomy still has limits 2. VCTC unifies development units and decision paths for China vehicles 2. The text does not state its control over buying, platform choice, or budgets versus Wolfsburg 2. The center works with joint ventures, which signals coordination rather than command 1.
- Deals with Xpeng on electronic architecture and Horizon Robotics on chips expose gaps 3. The Carizon venture expects a system-on-a-chip in three to five years, while Chinese brands ship advanced silicon today 4. VW is still catching up.
Component suppliers can benefit from VW’s localization push
- VW’s push for 100% local development and sourcing opens doors for battery, electric drive, motor, plus software vendors 2. A 450,000 square meter supplier park is rising in Hefei 2. About 1,100 domestic firms provide hardware or software, with a target of full localization 2.
- Testing laboratories and validation service firms in China face strong demand. VCTC’s Battery & Powertrain Integration Testing Center can handle up to 500 battery systems each year 1. Over 100 labs across roughly 100,000 square meters need calibration, maintenance, and expert support 1.
- Cloud DevOps and simulation tool providers should engage VW now. The company uses VR for early design plus laser tech for quick quality checks 2. Testing drops from three months to one month with the E-4 poster system, an internal visual method to surface and track engineering issues 2. With 40 new models over three years, demand for these products will rise 5.
