UK regulator to probe Getty, Shutterstock merge

Britain’s Competition and Markets Authority (CMA) will conduct an in-depth review of the proposed merger between Getty Images and Shutterstock after remedies offered by the companies did not resolve concerns.

Getty Images and Shutterstock, both US-based stock photo platforms, agreed to a US$3.7 billion merger in January 2025.

The CMA said it received feedback from businesses, trade associations, and industry groups, including the News Media Association, about potential impacts on pricing and the quality of editorial and stock images.

The regulator found that the remedies proposed by Getty and Shutterstock were insufficient to address the risk of higher prices and reduced quality.

Getty Images said it was disappointed with the decision but remains committed to the merger and will continue discussions with the CMA.

Shutterstock did not immediately respond to a request for comment on the regulator’s decision.

🧠 Food for thought

Implications, context, and why it matters.

Getty leads UK editorial; Shutterstock is a main alternative in entertainment and archives

  • Getty Images leads UK editorial content, with no rival of similar scale or range 1. Shutterstock is among the only alternatives, especially for entertainment and archive content 1.
  • The Competition and Markets Authority (CMA) warns the merger could remove a rare competitor to Getty 2. Other suppliers would need heavy investment to scale into a real option.
  • Businesses, trade associations, the News Media Association (a UK trade body for news publishers) told regulators they fear higher prices and worse quality. Image-buying teams at media outlets and brands use Shutterstock to keep Getty’s prices in check.

Smaller stock photo libraries can win enterprise accounts if they act now

  • UK media outlets with creative buyers are telling the CMA they expect higher prices plus tougher terms. That creates a short window for alternatives to step in.
  • Rival stock photo platforms or image marketplaces can pitch Getty and Shutterstock’s UK enterprise accounts with price locks plus quality commitments before the April 19 final decision deadline 2. Uncertainty peaks in that period.
  • Software firms building AI image generation tools or digital asset management platforms (software used by businesses to store, organize, distribute images and videos) can integrate with niche stock libraries to offer bundles that cover the editorial plus entertainment areas the CMA flagged 1.
