TikTok drops second Ireland data center over grid limits

TikTok has dropped plans for a second data center in Ireland, as the country faces limits on power grid capacity.

TikTok will focus on other European data storage projects instead of expanding in Ireland, after ByteDance had previously signed an agreement for two buildings in Clondalkin, west of Dublin.

Ireland has been one of Europe’s largest data center hubs, but new development has slowed after the power grid struggled to meet demand, and regulators effectively paused new network connections in the Dublin area for four years.

TikTok will keep operating its first Irish data center, which began running in 2023, while prioritizing capacity projects in Norway and Finland.

🧠 Food for thought

Implications, context, and why it matters.

Ireland’s new rules make data centers provide their own backup power

  • Ireland ended a four-year pause on new Dublin-area grid links, yet the updated requirements are tougher 1.
  • Operators now need on-site generators or batteries to cover full demand, plus supply power to Ireland’s national grid during tight periods 1.
  • The change followed data centers using about 22% of Ireland’s electricity in 2024, which put pressure on the power grid 2.
  • Finland and other Nordic markets attract data centers with cooler weather that lowers cooling needs, along with access to carbon-free electricity 3.

TikTok’s Project Clover aims to address European data-access concerns

  • Project Clover is a €12 billion plan over 10 years that aims to ease European worries over possible Chinese government access to user data 3.
  • It sets up a dedicated European data enclave, storing European user data by default in Europe with independent oversight by NCC Group, a cybersecurity firm 4.
  • Regulators remain wary. The European Commission and Parliament have banned the app from staff phones over security fears 3.
  • By funding more infrastructure in Finland, TikTok increases room for default storage of European user data within its European Enclave 5.
