Survey: Singapore ranks first in Commonwealth youth AI readiness

Singapore ranked first among 56 Commonwealth countries in the Ayre Index’s 2026 youth AI readiness study, released on November 6 in Antigua and Barbuda. The Ayre Think Tank, a research group linked to the Antigua and Barbuda-based Calvin Ayre Foundation, published the index and gave Singapore 77.6 out of 100. Malta, Australia, the UK, and Canada followed.

The study said 15 countries met the readiness benchmark defined in the study of 53. Using International Monetary Fund scenarios as an illustration rather than a forecast, researchers estimated AI could lift Singapore’s gross domestic product by US$19 billion after 10 years under a moderate case.

The report cited Singapore’s strengths in digital capability and access. It gave weaker scores for employment and enterprise, and for rights, safety, and participation.

Singapore’s Ministry of Education has introduced AI literacy efforts in schools, while the Infocomm Media Development Authority in January launched a governance framework for agentic AI.
